Turbine have announced they closed transfer from EU Codemasters to US Turbine as of November 9th, 2011:

On November 9, 2011 the EU migration service will be disabled. Any player who has not migrated their account by this date will be unable to do so. Due to EU privacy laws we cannot force migrate player accounts. If you have not yet migrated to the Turbine Global Service, please do so before November 9th to avoid losing access to your existing account and characters.

As announced before, Turbine has taken over the European LOTRO service from Codemasters starting June 1st, 2011. All servers have been transferred to the Turbine serverpark in Boston and are up and running. Nothing has been chaged to your toons, items and social structures (kinships etc). All EU-players need to transfer their accounts from Codemasters to Turbine. Although the transition period is whispered to be "a few months" it is advised to transfer your accounts asap.  

How to migrate?
-Go to https://transfer.lotro.com   and follow instructions (you don't have to enter payment/credit card details in the third step to complete)
-Update your LOTRO game client (you will only need one client if you also have a US F2P account)
-You will receive 2 emails from Turbine: one that your migration has started (also contains your LOTRO Store balance, and a second one if the full transfer (including store points) has completed. You can play after you received the first mail.
